In asbestos surveying, you gather multiple bulk samples from a surface to see if asbestos is present. For surfacing material under 1000 square feet, taking three samples from different spots across the material gives a reasonable check for representativeness. If all three samples come back non‑asbestos, you can reasonably conclude the material is not ACM for that area. If any sample tests positive, then asbestos is present and you’d handle it as ACM. The idea is to balance thoroughness with practicality: enough samples to catch variability in the material, but not so many that it becomes impractical for small jobs. Larger areas require more samples to increase confidence.
